Timing Settings for Ripple Leave/Arrive

I need some help. I'm trying to have individual marchers leave and arrive at different times during a 32 count set. When I put in those counts, I only sometimes get success with the leaving counts. The marchers still move the rest of the 32. Am I doing something wrong?

We're changing the wording on the next update to make it make more sense. The leave number is what count going to that page the marcher(s) will leave. Arrive is how many counts they arrive late. So if I'm on Page 5 and have leave on 3 and arrive on 3, from Page 4 to 5, the marcher will leave on count 3, and then page 5 to 6 the marcher will stop on count 3.
